Focus on National Strategies and Building Self-Knowledge: Libya as a Case Study

Abstract

This research paper explores the relationship between adopting national strategies in education and building self-knowledge, using Libya as a case study. The study focuses on analyzing the national strategies launched by the Libyan state in the higher education and general education sectors, most notably the National Strategy for Higher Education and Scientific Research 2025–2035, the Ministry of Education's Ten-Year Plan 2025–2035, and the National Strategy for Artificial Intelligence 2025–2030. The paper is based on the premise that building self-knowledge cannot be achieved in isolation from a systematic national strategic framework, and that the Libyan experience despite political and economic challenges offers a model that can be used to formulate knowledge-based educational policies. The study employs a descriptive-analytical approach and relies on an analysis of official documents and national and international reports. The paper concludes that the success of any national strategy in building self-knowledge depends on the integration of institutional efforts, the provision of digital infrastructure, and the empowerment of national personnel, along with practical recommendations for overcoming current challenges.
